I am wondering if anyone has any insight on how to create titles which emulate the following example:

It’s a long video, you’ll do well to point out the time where the effect appears. I’ll however take a stab that it’s the opening credits.
If so, then the Text Animation Preset, Quiver (found in the Organic sub-folder) may be your ticket. You’ll want to change the Based On property to Lines, from the default, which is Characters.
Then mess about with the Skew and Position Text Animator properties to suit your needs.
