    I’ve got some 4K footage that I want to make look and sound like a low-quality Facebook livestream. Does anyone have any tips or links to effects packages that can help sell the illusion?

    Stream it on facebook live with something like OBS studio and screen grab.

    You could maybe export as H.264 at SD resolution and a low bit rate to purposely degrade it, then edit using that new low-quality clip.

    Nest it within a lower-framerate timeline, reduce that timeline’s size to a lower resolution, and then scale up the nested sequence within your final timeline.
