I’m fairly new to Premiere, so any assistance would be much appreciated.

I’m working on a project in which I’ve had to Scale to Frame Size for all of my clips since I shot in a higher resolution than I’m editing in. Therefore I’ve had to render my timeline every time I add a new clip. I haven’t had any problems with this until around the 1:45 mark. But for some reason the clip starting at this point won’t render. When I render my work area, it just jumps to the beginning of my sequence and begins playing it instantly, the way it would after rendering has finished. For some reason, this last clip isn’t rendering. Any ideas why, and how I can fix this? Much appreciated.

Reduce the stills to frame size with e.g. Photoshop, see if that helps.

So why don’t you just edit at the resolution you shot at and output to whatever resolution you need?
