So, my intention is to speed a clip up and then freeze frame.

    The footage: 1080 29.97p

    The Project: 720 29.97p

My process: LAYER 1 – time remap and compress a 4 min clip to 5 secs. LAYER 2 – no remap but last frame is a freeze frame.

The problem – whether layer 2 is there or not, Layer 1 is experiencing a shift in position making the cut between 1 and 2 impossible.

Something is obviously up, but what?

    Any suggestions appreciated.

you shouldn’t need to do a freeze frame on a second layer. simply extending the outpoint of the time remapped layer beyond the last time remap keyframe will cause the clip to hold and that last frame, producing a freeze frame.
