    I want to generate a PAL movie from a still.
    I have a still (768*576) which I want to tile so approx 50*40 tiles are on screen.

    I want the tiling to continue beyond the screen-border so that I can pan the tiled pattern from left-right.
    The movie should now look like a fast blurry pattern.

    The tiles are then zoomed in on and the panning slows, so that when the original tile comes into full resolution, the panning also stops.

    What is the best way to do this with a combination of Photoshop/AE/FCP ?

    You could use CC RepeTile to do this. It will allow you to tile your still using several different methods. You can do a pan by keyframing the position of the original still, and then zoom in or out by keframing the original still’s scale.

    You just want to keep in mind that it may take some very high “expand” values to get enough tiling.

    Definitely use Motion tile, it has Motion blur built-in, just enable the layer’s and comp’s motion blur switches and it’s there.
    Use “Tile Center” to animate, not the layer’s position.

    You might use an expression to tie together the “Tile Height” and “Tile Width”-parameters so they stay in the same aspect and you only need to key-frame on of them.
    Simple pick-whipping should do the trick to get something ike this for Tile Height= effect("Motion Tile")("Tile Width")
