Well, if you have a Circle-spline or any other spline-object,
just drag it into an Extrude NURBS (Objects / NURBS / Extrude NURBS),
and adjust the settings (Movement) in the Attributes-Manager.

Another trick is to use the ExplosionFX deformer’s Cluster/Thickness property (while turning off the exposion itself, of course).
