The technique is quite complex, more than you might be able to get your crew to do on such short notice.
Never seen this Grudge thing but you are describing one of many forms of time compression, shooting less than 30 frames a second.
Streaking is created by long shutter speeds, 1/4 second or more. the foreground people/props are probably shot in a separate pass or against green screen. it’s not impossible to get your cast to work at the same speed as your background but this tends to create a stylistic problem that you will only understand after trying to shoot it.
If you have some time to practice, even in your living room, do it. Bring a playback ssytem to the field with you.
