Text/Lighting effects

Can some one teach me to do the lighting Effect. (the screen kind of flashes/highlights)
and
also that bouncing text effect?

Add a grey solid (around 80% white) to the top of your comp, set it to add, now animate the transparency.
OR…add an adjustement layer, set it to add, add the levels filter and adjust the white values, and again animate the transparency
