I would do this using the Text animators and Range Selectors. Take a look in the Help for these things, there are a bunch of mini-tutorials that will set you in the right direction.

You could set up the text layer with card dance – arranging the block size to encase one letter each then randomize the jiggle/rotate/position parameters…
