text layers not snapping to guides (CC2019)
Since upgrading to CC 2019 (which I probably shouldn’t have), my text layers are no longer snapping to my guides. Yes, I have snapping on.
Is this happening to anyone else? And any ideas on something I might be doing wrong? Happy to add more details or screenshots if needed.

I can snap text layers to guides on the current release of Ae.
Have you tried maybe resetting your preferences? Hold Ctrl+Alt+Shift (Windows) or Command+Option+Shift (Mac OS) while starting After Effects.
