Try using one of the effects presets in AE as a starting point. Type “Bad TV” into the Effects & Presets panel and drag one of these out onto your footage. From there you can change the properties to get a more subtle (or more severe) effect. To get the red look to the footage create a 100% Red (255, 0, 0) solid and place it at the top of your timeline. Then, depending on the look you want, change the blend mode to either ‘Color’ or ‘Multiply’ (Color will preserve the whites in the image, Multiply will make the whites 100% red, both will tint everything red).
After that you’d need to design an interface for your Terminator =)
