target tracks in the VO tool?

the VO tool will use the lowest track targeted if it contains no audio between the marked in and out, if audio already exists between those points then it will insert a new audio track below the lowest targeted one … or at least i think so 🙂

cheers Andy, I don’t seem to be able to consistently target the track I want
target track is empty between the in and out,
