I’ve tried numerous ways to Syncing Closed Captions text edit window with video/CC track, as one would expect in any other CC text editor.

When you move down the timeline, the highlighted text edit box does not move with. One has to find the CC text box then make edits.

or to say it another way….

Premiere CC 2015 has Closed Captioned support but is tedious in moving text on screen, and I have not found a way to link the text file on the timeline with the edit window, so when you move down the timeline the text edit box highlight moves with the video…

    SOLUTION????

Sorry if i misinterpret your post (since i don’t do Closed Caption).
But i just test it, and you can group the CC track with video as usual and it’s movable in the timeline.
