What would be the best way to have subtitles playing over video? I’ve been trying to use parent/child tracks but with limited success.

If you want the subtitle text to permanently appear on top of the video, you should create the first subtitle with a text media and place it on the layer above your video. Position it and give it the color, size, etc. you want the subtitles to have. Then you can just copy and paste that text media to create the additional subtitles.
I don’t know of a way in Vegas to create subtitles that appear on top of the video which can be turned on and off, but you can do that in DVD architect for DVDs only.
