  Subclipping or in/out tagging during capture

  Since I am not familiar with Premier this might seem a silly question, however,
  During ingest/capture can you create sublclips or in/out tags? I am looking for a capture setup that will allow me to capture a live event or LONG tapes(basketball game) and manually create subclips during the capture. I then want to export that info into my DAM database to add the appropriate metadata. Will premier do this? Is there a limit to capture size or length?
