i’ve seen this effect used a few different times and every time i’ve seen it, the look of it is exactly the same, which leads me to believe that it might be a standard effect. i know you can get different film fx clips pulled from actual 8mm, and 16mm film, but what i’d like to know is how to integrate my clip with the film fx and get that “wavy”, “stuttering” look.

here’s an example from it being used in a music video.

Seems like a distortion effect repeating itself (with an expression?) to me.

Offset, Motion Tile and other effects can do that. Just randomize their Center with a wiggle expressions. The film frame itself is most likely stock footage. To get the wobbling (i.e. the “film” being loose in the projector, thus changing distance to the light source), simply slightly distort your footage using Turbulent Displace. I don’t think I need to give hints on the blurring. ;O)
