  streaky 8fps effect

  Hi,
  Using 6.5 on a PC. Is there a way to create the effect of streaky footage? I’ve got some clips shot at standard speed- but I’d like to make them appear streaky- the way footage looks when you slow way down to about 8fps. I need to simulate that slo-mo look.
