Need help creating those old japanese cartoon background, where a character jumps and the background STREAKS (although the character does not move, it looks like they are travelling quickly). I hope that makes sense. ANy suggestions? I think they also used it in Arcade games like street fighter maybe for cut scenes?

if a character jumps, isnt he then ‘moving’? Not sure of your question. You could try a motion blur set at the proper angle and cranked super high. Or the ‘fast blur’ filter with horizontal only selected. That may do what you need.

I wish I could find the image I was looking for – but I remember in the old arcade games, with the cut scenes, the still image of a character would appear to jump because the background was zooming behind it – like a radial blur or something. I have been trying for a few days and can’t get it, let alone explain it better…sucks to be me

You can use something like CC Particle World to create streaks flying by.
