    Is your problem a blur or jitter?

    MPEG 2 – m2v Extention – Pal – 16:9 – Top First Field Dominance –
    Two pass VBR best – Average bit rate 7.6 – Maximum 8.9 – motion estimation at best
    Gop Structure set to IBBP closed size 12

    If you can use a high average like this, encoding as VBR is a total waste of time. Encode as CBR @ 7 Mbps. You also need to make the audio ac3. This will give you better DVD-R playback.

    I’m not in PAL land but is DVCPro50 Upper/Top field?

    This is then imported to DVDSP and subsequently burnt. When playing on TV’s (and only tvs mind) their is a slight juddery blur to movement, its not interlacing as far as i can see but is still VERY offputting.

    Why do you think it is not an interlace problem?

    Right ill change it to CBR as you mentioned,

    but ive noticed that the shorter edit i had was set to DV-PAL.

    so ive no idea what i need to change.

    You asked if it was a blur or a jitter. the best way id describe it is like a sort of second ghost to the moving image resulting in a jittering effect. baring in mind this isnt everything just parts of the screen which is moving at a very fast pace. i.e the bus goes past and it is causing the problem or the interviewees hands moving back and forth.

    I can tell it isnt interlacing as its not causing lines , and it isnt present over the whole screen.
