First – Unless Panning and scaling.. size the images in Photoshop to match the final resolution needed.
Second – If scaling down, you are discarding pixels… hence loss of quality (see #1 and size in Photoshp which has better down scalers)
Third – Set your timeline to Motion Filtering Best in sequence settings

What are your time line settings? If your are working on a low quality timeline line DV then of course it will look low quality.

There are no “technical solutions” to your “artistic problems”.
Don’t let technology get in the way of your creativity!
