Is there a way to apply variable speed to a still image? I know how to time remap clips but am working on a documentary using tons of archival scans and want to pan and/or zoom which is easily accomplished in the motion tab, but I can’t, for example, smoothly slow to a stop. I apologize if this is the most basic thing in the world but I have used FC for quite a while (and love it) and couldn’t figure out how to make it happen. I even found and read part of the manual!!! I know I could export/record the images and then capture them and work with the speed of those clips but there has to be a better way, doesn’t there?? Thanks!

use the time remapping tool right (ctrl) click and choose smooth. smooth it to stop where you want make a freeze of the last frame then use the freeze to do all your moves. it takes patience and time… but easily done.

Take a look at Pan Zoom Pro from Lyric.com. It is made just for this. Under $50.

You have to control the velocity of the clip, not time remap it. For that, you have to adjust what are called the velocity handles, which are located halfway down the bezier handles. I have a number of techniques about how to do this in my book, check it out. Or you can look up “velocity handle” in the manual.
