This is a tricky one to solve, a lot depends on footage but you can try turning up the Frequency and/or Smooth Colors (although this does blur the result somewhat) parameter.

Thanks for getting back to me about this.

Yes we did try that, though there was a lot of twinkle that we felt was not what we wanted.

Ended up applying the effect to full size keyed out versions of the characters and then putting those on 3D planes within max, rendering that out and comping it in.

Bit of a faff, but it worked.
