is it possible to create a path in illustrator and then import the spline into after fx as a mask, and retain editability?

Yes, but only as a mask, not as an imported Illustrator file. You’ll lose the original fill and stroke properties.
You have to select the path in Illustrator, copy it there, then paste it into a layer inside AE.
If it doesn’t work, you might need to check that your AI prefs under “clipboard” are set to AICB.
