    basic question, i have written some text over a picture, the text has its “own regular” layer, i’ve sliced some of that text and moved it, slightly, now, i would like to rotate the part i’ve moved slightly, closer to the intial word I sliced it from, and up about 70 degrees counterclockwise, so the word appears to radically kearn.

    Once you have the part you want to rotate selected (marquis tool, or Select/Load Selection, press Ctrl+T or Edit/Free Transform. You can than manipulate the object.
