specific adjustment layer application..
is there a way I can create an adjustment layer in a composition that only effects selected layers underneath it (ie. not affect some layers underneath it)….a more “proceedural” application of an adjustment layer?

The only way I would know is to precompose. Adjustement layers affect all layers that are beneath them in the timeline.

No. Adjustment layers always affect the entire composition buffer generated from al llayers below them.
