Yes could certainly be created in Motion with a combination of particles and glows and masks – way too much to explain how in a post though.

I just watched it and it looks pretty simple. I looks like they just have some circles that have been replicated or used the particle emitter. Then randomly changed the opacity and had the logo dissolve in the background. Some thing maybe unrelated that you may want to look at is this plug-in: https://idustrialrevolution.com/idrplugins/particlemetrix/index.html
