    so space bar to play video works fine in one of my user profiles, but in the other user profile it does not. any one know where to tweak this puppy?

    If you go to the Premiere Pro Preferences. there is a place to change keyboard shortcuts. Check there and make sure it wasn’t changed for some reason.

    If Looping Playback is enabled, and In/Out markers are the same, it can appear that playback is dead, has happened to me recently (and many times over the years!).
