Sony vegas adding video track on bottom

That’s just the way Vegas does it.
All you have to do is click in the new track header and drag it down under the existing track.

That is true if you click on the add new track from the menu above. However if you right click on a track and then insert a new one it will add it right there. It becomes a big deal when you have lots of tracks and don’t want to have to scroll to the top and drag the track where you want it to be.
