There are two reasons for this:

One is that 640×480 is 4:3 and 720×480 is not 4:3! If you do the math 480 / 3 = 160 and 160 * 4 = 640 so 640×480 has a ratio of 4:3.

The second is because YouTube (and all PC video) uses square pixels and 720×480 does not. Normal DV which is 720×480 has a Pixel Aspect Ratio of 0.9091 and 0.9091 x 720 = 655. So in square pixels 720×480 is really 655×480 anyway.
