How can I create a solid white layer for use in compositing in vegas, that I can set the length ?

Media Generator > Solid Color > White.
Drag it out for whatever duration you need.
(you may want to reset the RGB to 235 235 235 to be compliant with video standards).Gary Kleiner

Do RGB parameters 235 235 235 white and 15 15 15 black apply to DVD productions as well or only to VHS?

DVDs do let you get away with the wider IRE levels.

So with a DVD only production would it be safe to leave the default RGB 255 255 255 white and 0 0 0 black?
