Smeary glitch driven by motion

does anyone know how to achieve that beautiful glitch with AE? I know someone who did it in Nuke but I need to figure it out in AE. I think the background is on a separate layer.
Would be awesome if someone could put me on the tracks.

Check out the Time Displacement effect. I think that’s similar.
