I receive a lot of video shot in SD and need to slow it down a little more than 23.9 in Cinema Tools.

Is there another way to slow the video down that I’m not doing?

23.98 is the slowest frame rate that Cinema Tools will do. That is the slowest professional frame rate out there. FCP/Cinema Tools will not do anything lower. Not 18fps, 15fps…12fps…

It sounds like you’re trying to change the speed of a clip. Right click on a it and choose “change speed”

This will use frame blending. Taking it over to Motion to improve the quality of the blend will improve the look.
