Slow Frame Rate Blur
How can I create a sudo slow frame rate blur effect. Similar to shooting at 12 fps or even like the look you get on computer monitor while digitizing?

Try adding (and adjusting) the Motion Blur (in the Motion Tab).

That doesn’t blur, it strobes. Probably like 15fps. The strobe effect is what you want. I usually set it to 4 or 5. Motion blur doesn’t effect video, unless youre moving it’s center or rotating it with the motion tab.
