It really depends on what you’re trying to do. In short, Vegas can do pretty much anything you’d want to do in video; “slideshow” programs may create something much faster, but they’re not as powerful.
I have some example: here’s a “slideshow” (except for the end) I did for my company. This was rushed… I had less than a day to figure out what to do with fairly little actual content, and also create and record some custom music for it. Vegas was absolutely the right tool for this:

Here’s another I did from a large collection of photographs. This took more than a day, but it’s the only way to build a really creative slide show. An automated program can drop in a random transition between photos, but it’s not going to know the best way to pan through an image, how to line up features from one to another to make the transition more interesting, etc.
