Bring your image into the canvas, select the whole group and move its anchor point to the bottom middle by using the adjust anchor point tool. It’s under the arrow tool, looks like a target.
Then use the bezier tool to draw your crooked cut shape mask. At the bottom of the image, try to pass your mask shape across where you moved the anchor point. The mask shape should start in the upper left corner, move to the top center, then down the middle in a crooked pattern, off to the left and back up to where you start the shape.
Apply an Image Mask to the picture layer and drag the bezier shape onto the mask layer.
Now duplicate the group and on the duplicate, select invert mask in the HUD. It has to be the group so the mask rotates in the next step
Now Animate and keyframe the Z rotation of 2 groups. You could also use the Spin Behavior if your prefer behaviors over keyframes.
