    Easeir to print the paper, tear it up and shoot it with a high speed camera.
    Shatter will do some of this, even apply a back layer, but realistic physics? No.
    You need a 3D application that does particles.

    Andrew Kramer has an upcoming tutorial where he does a flying paper effect – Look at his blog at https://www.videocopilot.net/blog/?p=196 – Looks like it was done using CC Particle World and the Motion Square particle type. Not exactly what you’re looking for but maybe a good place to start?
