Yes, you use the Pan/Crop tool along with keyframes for any combination of zooming and panning.

If you want to make a slideshow very quickly, you might take a look at the “Video Scrapbook” tool that is part of Excalibur.

I recommend Edward’s Excalibur for many tasks as well as just photo montages.

Another great Vegas plug in is Ultimatte S from VASST.
