    BCC has the (among others) the Damaged Film effect, which will let you add grain, jitter, dust, scratches, hairs, etc.
    BCC comes bundled with MC, and is also part of the 3rd party application bundle that Avid sell (for very little money) on their webstore.

    BCC is probably your easiest and best way to achieve this.

    make it black and white, speed it up a bit then add the film look/scratch of yur choice. As mentioned BCC has some options and sapphire has some great film looks of all flavors. You can always just luma key scratches and hairs ya download.
    I keep a a beta reel of variouls film scratches for this purpose.
