Mac OS X might override, mapping something to F3, or if you’re on a laptop, you may need to use Fn+F3 (or toggle your function keys setting).

Either way, Cmd+Shift+T should also toggle the Effects Control Panel for the selected layer.

Will have to find function key. Apple-Shift-T works a treat, although I normally forget shortcuts that require more than 2 buttons : )
