    Actually, assuming that you have a more recent version of AE, the Waveworld effect (Under simulation) can do just that. Not one of the easiest effect to use but I would get started here, it’s well worth the effort. https://creativecow.net/articles/tierney_jim/caustics/index.html

    Although that demo is meant to be cartoonish as far as water goes, you should be able to get something like the Artbeat movie with a little tweeking.

    I use fractal noise if I don’t have source footage – here’s a sample – you can play with it, or try something on your own:

    You can play with the transform option of the effect to make it bigger or smaller as needed.
