If I want to add a certain time in the movie and it doesnt affect the later timeline of movie after that time. e.g. my movie is 30s. I want add 2 sec at the timeline 12sec in the movie so the total lenght of movie will be 32. The movie that I added will be between 12 to 14s. What should I do so the movie after 14 sec will be shifted? What is the best way to achieve this effect?

The most efficient way would be using a script. And I believe you can indeed already find several of the type that will extend your comp and shift your layer. Other than that, you can of course do it manually – make your comp longer and move the existing layers manuall to the new in-time, then add your new footage.
