I have a lot of old video which was recorded in the VHS-C format. I have captured these files an avi’s for editing. The content is good but none of the footage is what you might call sharp. Is these anyway to give the illusion that the footage is sharper that it really is? I have been told to never use the sharpen filter, if this is true how can I improve things?

Honestly I don’t think you can.

Any altering of the footage will likely make it look worse than
    it actually does.

Just be thankful you have it off tape now.

Or if you want to spend some money ($550 list), buy a Canopus ADVC300. It has a built-in TBC as well as some good noise reduction circuitry.

I capture old 8mm and 16mm home movies to digital format and I get improvements by using the following three effects.

Try using the Vegas Unsharp Mask effect. Although it won’t really sharpen the image, you can make it appear sharper. A little goes a long way.

You can also (sometimes) use Brightness and Contrast to make old videos and films look better.

Color Correction will help take care of color shifts.

    Good luck.

    Thanks for the replys.

I’m guessing that since these videos are already transfered to DV & the original VHS tapes aren’t available that there is no point in doing multiple captures so that they might be blended together. Correct?

Correct. You’d end up with two exact copies.
