  Sensor size and sensitivity question

  Not specifically a DSLR question, but it doesn’t fit anywhere else, and the technical expertise of DSLR shooters should produce better responses.

  Camera 1: Panasonic HPX600 f12@2000 1X 2/3″ CCD with Fujinon 18x lens f1.8-f2.3 at telephoto.
  Camera 2: JVC GY-HM790 f11@2000 3x 1/3″ CMOS with Fujinon 18x lens f1.4 constant aperture.

  If both cameras had their gain settings fixed at 0db/9db/18db, which camera/lens combination would produce a brighter picture in low light at wide, and then at full telephoto?
