Selection and curves
I made a quick mask of models eyes within the curves layer. then I used curves and it effects the whole image weather infers is selected or not.

The words “quick mask” infer that you are doing something else than making a layer mask, which is what would control the area the effect is applied within. “Quick mask” usually refers to directly editing a selection while showing it in red.
