    The manual (Vol. II, pg 172) says if no clips are highlighted and there are no In or Out points set in the sequence, FCP selects the clip beneath the playhead. In this case, for example, a filter chosen from the Effects menu would be applied to the clip beneath the playhead.

    I don’t find this to be true. When I’ve tried this, all the filters under the Effects menu are grayed out, presumably because no clip is selected.

    Am I doing something wrong?

    Make sure the autoselect button is turned on for the track you want to apply the filter to.
