SECAM is a broadcasting format.
For SD all the production is done in PAL*.
For HD, the same than in any PAL country.
Only when the program is aired is converted in SECAM.
I guess for them will be good 720p25 or 50.

* SECAM means: Sequential Color Amplitud Modulation.
In SECAM the two color components (UV) are not broadcasted together like in PAL or NTSC, but sequentialy: Un component after the other.
This make recordng and post-production more complicated.
The advantage of the SECAM is that the signal when broadcasted is endures much better the bad climatological conditions.
This why the Russians use SECAM. With PAL, the people of Siberia probably couldn’t watch “The Simpsons”.
