Searching an AfterEffects Plugin in the following clip:

The background streaks of light were probably done with Knoll Light Factory, or maybe Trapcode Stroke & Shine. The streaks on the text itself was done with Trapcode Shine.

I don’t think there is just one particular plugin in use here. Trapcode and Knoll offer some plugins that will get you going in the right direction though.
