  Scrolling Karaoke Effect in Premiere or AE?

  I am tasked to create a scrolling Karaoke Effect for a Freelance job. It is for a Bible Scripture reading. As the chapter rolls up and the VO reads, the works need to be highlighted with a color stroke. I am using Adobe Premiere but also have After Effects. Do I need an additional plug in or can this effect be created in Premiere or AE?

  I can do the basic Karaoke Effect of 2 or 3 lines at a time, with masks and layers. My issue seems to be with 25 verses scrolling at once. Also,the scroll isn’t entirely matching the speed of the voice. Does Premiere have a better way of controlling the speed other than what is in the Roll/Crawl options?

  Hope all this makes sense…any help would be greatly appreciated.
