On Windows:
system.callSystem("cmd /c start https://forums.creativecow.net/adobeaftereffects/");

On macOS (I think):
system.callSystem("open https://forums.creativecow.net/adobeaftereffects/");

If you’re using CEP panels, I think you could even wrap the spreadsheet in an Ae panel:
