    Use Quicktime Pro to export the .mov as an Image Sequence and import those separate images into Final Cut. You can change the default length of imported stills in the User Preferences. Click on the Editing tab at the top of the window and the first box is “Freeze/Still Duration”.

    There isn’t an easy way. FCP can’t be scripted per se, but you COULD create an XML file that contained all your freezes. But it isn’t easy business.

    Creating an image sequence as suggested in the other reply is a good idea.

    Motion does the same as QT Pro too.
    If you were really clever you could set up a template which would do most of the hard work for you
